    G20 agriculture ministers met on 22 January in Berlin to discuss their contributions to global food security and improved nutrition. They approved a 2017 action plan entitled, “Towards food and water security: Fostering sustainability, advancing innovation,” in which they pledged to support the implementation of the 2030 Agenda for Sustainable Development as well as the UN Framework Convention on Climate Change (UNFCCC) and the COP21 Paris Agreement.     Morocco has rejoined the African Union (AU) after 33 years as the organisation’s 55th member. This means that the AU has unified the continent again and now includes every country in Africa. Nonetheless, the dispute over the Western Sahara, which originally provoked Morocco to leave, remains unsolved. Read on

    Séga Diarrah, president of the “Bi-Ton” Collective, which brings together some 60 associations to promote democracy and employment in Mali, recognises that the 27th Africa-France Summit, which was held in Bamako on 13-14 January 2017, was a success for Mali. Relations between France and Africa are nevertheless questionable. According to Diarrah, France continues to benefit from Africa, especially through its large companies that are active on the continent, without addressing Africans’ real concerns about co-operation.     The 27th Africa-France Summit was held on 13-14 January 2017 in Bamako. The summit’s two main themes were: “Peace and Security” and “Emergence, Economy and Development.” François Hollande’s choice to hold the summit in Mali allowed recalling some of his greatest foreign policy achievements. Indeed, it is in Mali that President Hollande launched Operation Serval on 11 January 2013 to counter the jihadist insurgency in the northern part of the country. Read on

    The President of Niger, Mahamadou Issoufou, spoke at the 71st session of the United Nations General Assembly in New York, on 23 September 2016, and began a diplomatic marathon including: a bilateral meeting with Ban-Ki Moon, a meeting about COP22 in Marrakech with Morocco’s Foreign Ministry Minister Delegate Bourita Nasser, and a special summit on Lake Chad. In his speech to the General Assembly, he called for change in global governance systems in order to achieve the sustainable development goals. Read on

    The security situation remains extremely fragile in the Lake Chad Basin and there have been several security incidents on Chad’s borders. According to the most recent UNOCHA update on the humanitarian situation in Chad: some 3.8 million people faced food insecurity at the end of August; and the country hosts some 388 000 refugees, 106 000 internally displaced persons (IDPs) and 89 000 returnees.     The President of the European Commission Jean-Claude Juncker announced the new European External Investment Plan (EIP) in his State of the Union speech on 14 September. The EU aims to encourage private sector investment in Africa and the EU neighbourhood. With EUR 3.35 billion from the EU budget and the European Development Fund, the Commission intends to mobilise, with guarantees of support, up to EUR 44 billion of investments. Read on

    West African finance ministers met in Dakar on 15-16 August during the 18th meeting of the joint ECOWAS-UEMOA Committee on the management of the Common External Tariff (CET). The objective of the meeting was to discuss two major concerns: the regional economic partnership agreement (EPA) with the European Union and the implications for the ECOWAS Common External Tariff.
